Maui Electric Company's Request for Proposals (RFP)

Lanai RFP Update (December 4, 2019): Site Visit for Lanai Variable Renewable Dispatchable Generation Paired with Energy Storage RFP: Wednesday, December 18, 2019, 10:00 a.m.

Maui Electric Company, Limited ("Company") is seeking proposals for the Lanai Variable Renewable Dispatchable Generation Paired with Energy Storage (“RFP”) for the Company’s System on the island of Lanai. For the purpose of siting a project to fulfill the RFP, the Company is offering potential Proposers a site visit at the Pulama Site and the Company’s interconnecting Miki Basin switchyard. Interested parties are invited to attend the site visit, which will be held on Wednesday, December 18, 2019 from 10:00 a.m. to 11:00 a.m. (HST).

Please note that attendees will be required to sign a waiver and hold harmless agreement, the form of which is available below.

Please plan accordingly and be on time. Access to the site will not be guaranteed for late arrivals. The Pulama Site is an undeveloped property located off of Miki Road, approximately a mile east of Lanai Airport. Parking is available on the Miki Road shoulder, in front of the Pulama Site. Company representatives will take attendance and conduct a safety briefing at the site.

The site is currently a vacant field with vegetation and other obstacles on the ground. The Company’s switchyard is a high voltage area. Therefore, attendees are required to wear a safety vest, safety glasses, hard hat, long pants, and safety toe shoes, which may become soiled. A limited number of safety vests will be available for use, but attendees are encouraged to bring their own. Due to the potential for bees at the site, attendees with allergies should take necessary precautions. Participants should be prepared to be exposed to the sun for approximately 1 hour and must be able to walk over uneven terrain.

All attendees will be accompanied by a guide who will be available to answer questions about the site. All questions and answers will be logged and made available at a later date on the Company's website for this request for proposals.

Lanai RFP Update (December 2, 2019)

Maui Electric Company submitted to the PUC their Final Variable Renewable Dispatchable Generation Paired with Energy Storage RFPs and supporting documentation for the islands of Molokai and Lanai on November 27, 2019 as directed under Order No. 36776. The final RFP documents are available at the links below.

The RFPs are now open. Bidders must submit proposals via Power Advocate, an electronic procurement platform. See Appendix B and Appendix D of the RFPs for registration, user information and instructional information. Bids must be received through PowerAdvocate by Friday, January 31, 2020, 2:00 p.m. Hawaii Standard time (HST). (Company Self-Build bids must be received through PowerAdvocate by Thursday, January 30, 2020, 2:00 p.m. HST.)

All questions or concerns regarding the RFP, while the RFP event is open, shall be submitted to the Company via the PowerAdvocate Messaging tab.

Lanai Draft RFP Update (September 3, 2019)

On August 29, the Commission issued Order No. 36493 and created a new proceeding, Docket No. 2019-0178, to receive filings, review approval requests, and resolve disputes related to the Company's Molokai and Lanai Draft. Please refer to this docket instead of Docket No. 2017-0352.

Lanai RFP Status Conference (September 3, 2019)

The Commission also scheduled a Status Conference for Thursday, September 5, 2019 from 9:00 am to 10:30 a.m. at the Public Utilities Commission, 465 South King Street, #103, Hearing Room, in downtown Honolulu.

In the interest of maximizing time for questions after the Companies' presentation, the Commission instructs any interested stakeholders (i.e., anyone other than the Hawaiian Electric Companies and the Consumer Advocate) to email Samantha Ruiz at samantha.n.ruiz@hawaii.gov, providing an RSVP indicating (1) if you will be attending the status conference (a) in-person or (b) by phone, and (2) if you intend to ask questions of the Hawaiian Electric Companies following their presentation. Please provide an RSVP by 4:30 p.m. on Tuesday, September 3, 2019.

On June 10, 2019, the Hawaii Public Utilities Commission (PUC) issued Order No. 36356 in Docket No. 2017-0352, Providing Guidance on the Hawaiian Electric Companies' Phase 2 Draft Requests for Proposals for Dispatchable and Renewable Generation.


RFP Technical Conference (June 27, 2019)

Proposer's conference webinars will be updated for the Renewable RFPs and Grid Services RFP following the July 10, 2019 filing of proposed final drafts of the RFPs pursuant to Order No. 36536. These updated webinars will be made available on-demand for convenience.
